Pace-Edwards elec. tailgate lock question by a Newbie

Little background about me, I drove a 96 Neon for a few years, modified it quite a bit. Currently still a Moderator on NeonCanada.com
Sold the Neon and upgraded to a V6 2003 Sebring. Didnt do much other then desk and audio setup.
2 weeks ago I traded the Sebring in for an 09 Dodge Ram 1500 Quad
The truck does not have a locking tailgate, I've read a few threads on here but cannot find an answer to my question. Since Pop Lock does not make a quick option for my truck, I saw Pace-Edwards made a electronic option.
Now my question is this.....does the truck need to have a locking tailgate already in order for this electronic setup to work or will this make my non locking tailgate a locking one with their setup ??

The pace-edwards piece does not require a locking tailgate. It basically blocks the handle, and prevents it from opening. The mopar piece does require a locking tailgate. It actuates the lock itself. The mopar lock disengages the handle from the releases, so the handle still moves, but it won't open the tailgate.
Pace Edwards works wonderful, easier to set up and wire than the factory one. Then I believe after you install the factory one you have to have the dealer Starscan it? Not sure but I think so. That is not free. I paid hundred bucks on ebay just not AutoAnything I heard people whining about how long it took to get but installation was easy, they supply relays and its all wired you just hook it up to where it needs to be. Now people saw its not good because you cant open it with a key that is true I don't have the keyhole on mine was early build so I don't know if the key will open the pace edwards...dont count on it. My main reason was to make it harder to steal my tailgate mainly.
The factory set up is simple to do, drill two holes in the location given, pop rivet the mount on the proper side of tailgate handle set up, run wires to fuse box via under carriage up left fender well. splice into two wires given location, put battery cables back and your done. no starscan needed, simple less than an hour for the careful minded hobby minded, two hours for the newbie with some tool experience/common sense.

With Mopar kit -
With Remote:
1st press unlocks drivers door only.
2nd press unlocks all doors and tailgate.
If you set it to unlock all doors on first press the tailgate unlocks at that time.
As for the door switches, lock will lock everything including tailgate and unlock will unlock everything including tailgate.

Well I decided to go with the manual lock from Mopar
I thought about getting the Pace Edwards, but with the -30 celcius weather if that thing fails with a box cover on i'd be screwed.
Was able to get the handle and other part for 160$ taxes (CA funds)
Also the guy was nice enough to tell me I didnt need to change the connecting rods as the stock ones would fit....installed it today...took 15mins and I was struggling to find my tools. good thing I did it myself, dealership wanted 2hrs labour to install it LOL

Only thing I liked was I did not have to splice wires in the TIP. I was told you have to have it starscanned by a tech...see what I mean about them learning on our dime. No drilling or riveting so no future rattling. It mounts behind the nuts on the handle so unless the handle falls off and where it mounts is basically where no water or dirt will get to it at. I would be more concerned with the factory install latches freezing since they basically the same as the regular door latch from what I could see. I bought a spare handle from someone to try to see if I can't make a key unlock the pace edwards setup. Will have to wait till summer, I want to put a camera and key lock in but will be on opposite sides of the factory camera and lock.
