Default am radio static (REN)

I have a 2009 Laramie with the REN radio. Lately I've been hearing a high-pitched static noise on the am. It goes away when I step on the brake pedal. This noise happens with engine on or off (like when you sit in truck and listen to radio using accessory setting on ignition key.) Guys at work say it's probably a loose ground and to tighten battery bolts. Tried that on main battery but no luck. (By the way- what is that extra smaller battery for ?) I hope there are some electronic geeks on here to give me an idea on what to do. Otherwise, it's to the dealer....

It's right next to and forward of the main battery on the left front fender. Has a black cover and a pos and neg cable attachment. I haven't got the cover off yet- is this not a battery?

Not familiar with a power distribution center. I've never seen one on any other vehicle. In any case, my problem is with the radio static, and hopefully someone will have an idea of what/where I might look to get rid of it.
