A buddy of mine installed them he owns his own shop

and yes he installed that jumper power thing to very weird
he told me he was gonna call some ppl and lemme know what he can do
so I figured I can git on here and see if anyone has come across this problem
and he changed ballast and bulb still does it

Its prolly going to need a capicator. Most of our hid kits need them for the Dodge. But its kind of weird why one does it and the other does not.
On another note, It does take a few seconds for the hid bulbs to illuminate to their fullest extent. If you say it does it for 20 sec and then stops..... after that do the bulbs act like they should? if so then this would be completely normal. Hid bulbs are a lot different than standard bulbs.

Sounds like you need the capacitors. They are also refered to anti flicker capacitors. Try a google search. There will be lots of info about them. I also think you can buy them individually from hidxtra.com. Just be careful because if you hook them up the wrong way I do believe that you can fry them.
