Default Headrest Angle

Does anybody know why the headrest tops are leaning in? It keeps you from being able to rest your head back comfortably. If it is for crash safety, it seems like it would promote neck injury by forcing your head forward in the event of an impact.

The closer the headrest is to your head in an impact, the more effective it is at preventing neck injuries and whiplash. It is a crash safety thing as you suspected.

Yep, they changed the headrest safety standards on all vehicles a few years back.
