brake controller problem

I just bought a 2010 ram 2500. I installed a brake contoller in it and no lights are coming on when i hit the brakes without a trailer plugged in. I checked the fuses and wiring and both are good. I had this exact same controller on my 1500 and the lights would come on. any suggestions?

What happens when you hit the brakes with a trailer attached?
