Question fender flares

Does the fender flares hold moisture/water and cause our fender wells to rust?If the 2 sided tape loses contact to the fender, this will allow water to set between the flare and fender wouldn't it!

when I removed mine from my Laramie there was traces of rust in the paint in the corners and around the screws. Has not come back after polishing it out.
