Default Identify these bolts...

And what happens if you loosen them. Sorry for no photos but the 4 bolts in question are accessible through the cut outs in my front bumper. The bumper is a chrome finish bumper w/o stock fog lights. The previous owner added fog lights into the inner cut outs. I want to add a set of lights on the outer cutouts. There are 4 bolts that secure something and I'm not sure what they in fact secure. You can get at them through the cut outs. I hope this is descriptive enough but I need to gain access to the metal cross member in these cuts out in order to be able to mount a bracket to hold the light.

EDIT: I found a photo that shows the bumper. I am specifically asking about the wider part of the openings as to where I want to mount the lights.

I think those are what holds the black insert in the bumper.

So I removed them, would it give me access to the metal cross member to be able to drill some holes?

It appears that is where the tow hooks would go. I don't have them so I don't know for sure. The bolt head is facing the ground. It appears a tab extending from the chrome part is held in place by the bolt.

There are not any bolts holding the insert in, it just snaps in
