Default Cooling Question - Need Help

Hi All,
I have a 97 Ram 1500 Sport with a 318 (5.3). I had the motor rebuilt a while back and ever since the coolant temp runs about 220. I took a 2600 CFM fan and put on it and when I turn it on the temp starts to drop then the ECM adjusts and takes it right back to 220. I'd like to find a programmer for it but haven't been able to locate one that will let me change the temp setting (has a 180 thermostat). I know I can buy a new ECM but are there any other options?

Thermostat prolly stuck closed or coolant passages blocked.

Thanks, I've changed the thermostat twice, once a new 190 and the last time a new 180. No joy so far. Will look deeper.
