Default No start after -20F night

Turned the key in my 2010 Ram this morning and got maybe a half turn out of the starter and it then appeared that the computer would not attempt any further cranking. Suspected a dead battery so put one of those 150 amp boost chargers on to the battery for an hour or so. Same condition; no crank.
Later tried jumping it from our other car, but still nothing.

I suspect that changing the battery isn't going to do anything, as resting voltage was nearly 14 after charging it.

Is there some sort of fuse or breaker that could have blown from a momentary overload during a cold start like this?

I would try this before the expense of towing it to a garage. No codes are shown that I can see.

try switching the starter relay with another relay inside the fuse box, might have fried it.

Where is this fuse box located? The one close to the battery?

Switching relays had no effect. Charging the battery and replacing it with another also did nothing. Guess it will need to be towed to the shop for repair. Could be some sort of fuse; solenoid or even the starter. Will post my findings in a few days and after a few $$$.
