how can i reprogram my eco so that it turns on when im on the freeway instead of when i'm in town?

When I down shift the tranny to show 5th on the dash then the MDS (eco) is turn off and the truck runs great in the city that way. The truck only goes in overdrive att 105km per hours anyway.so on the highway i set it back to regular.
