2010 nitro hor doesn't work when horn pad pressed, but does work with key swab

Default 2010 nitro hor doesn't work when horn pad pressed, but does work with key swab

Left windows down one night in rain storm and inside of car got wet. I assume it rained on steering wheel as well.

Two days later horn goes off without warning and finally stops. goes off again in driveway when sitting. Removed horn fuses figuring to let it dry out. Replaced fuses and horn won't work as discussed earlier. Suggestions???
