I have not had a chance to pull the radio. Possibly this weekend or next I will have some free time.

Attach a wire to the radio. Use any place where there is bare metal. Take the other side of the wire to the battery. Turn on the radio and see if it's better or fixed. If it's fixed, find a shorter way to get chassis ground.

I did a little more trouble shooting tonight and no luck. I connected a wire from the negative terminal and attached it to the radio frame in several locations, also touched it to the shield of the antenna and no change what so ever. I touched it to the actual antenna itself and nothing changed. Checked all the connections it the back of the radio and the connections on both of the antenna cables. BUT I did find this interesting thing out, When you fully open only the front passenger door (closest to the antenna) the reception gets noticeable better and the static is almost gone. (Explain that?).

Seems like ground loops or power supply noise. If it's noisy with the engine off, then it's probably a bad (radio) regulator or filter in the radio. Radios take the 12 VDC and convert to the voltages they need for the circuits. Maybe one of those is bad.
