4th Gen Ram -6.7L Cummins No Crank, No Start, Code 1209

Default 4th Gen Ram -6.7L Cummins No Crank, No Start, Code 1209

I noticed my battery feeling kind of weak when I would start and so due to age and very little driving, I thought it's time to replace the batteries. I put two new batteries in. But the starting got intermittent. I checked the cold battery voltage is 12.3 Volts. Took apart all cables and cleaned them throughly with battery cleaner and brushed them, put back together. Did not do the vehicle chassis ground as I don't know where it's located. Where is this?

It seems to have started when hooked to a jump start, twice now, but that may have been luck. I thought that since it started maybe there was corrosion.
After replacing the battery I checked the DTC and had 3 codes, and cleared them all thinking it could have been from my arcing the cables. The 1209 Code came back:

When I press the button for ignition I can hear a click but absolutley 0 crank, just silence.. Makes me think it's the PCM? Thoughts?

For the sake of knowledge: The ground strap is in the front tire well on the driver's side, a removal and judicious cleaning with an application of dielectric was all it took to resolve this problem.
