Replace fenders - worth it?

Default Replace fenders - worth it?

I have a 2012 Bighorn with 80,000 miles. Live in MN. The front fenders have started rusting just behind the front wheels and the rear fenders are starting to bubble around the wheel opening. I think the rear would be relatively easy to grind away the rust on the rears and spray on some conversation coating and then add some low profile fender flares. But replacing the front fenders send to be a much bigger job. Do the inner liners need to be welded to the outer fenders? Trying to decide if it worth doing all that or just sell it now before the rust gets really bad (it's on the verge of looking pretty bad).. probably after the next winter it will be rusted through the paint.
Has anyone done this? Can a DIYer with moderate skills do it? Thanks for any advice.
