I believe he is saying that you buy the car for 16,000, or the trade offer, restore it, and when you are done restoring it it will be worth 90k. Sounds about right since survivors are going for 6 figures now.....I've seen some Cudas going for as much as 500k or more in the Classic Cars ads (though those are dead original, mint models).
Hell, it's hard to find a non-running Cuda with a body for less than 10k now.....
And if I'm not mistaken, those look like Colorado tags.
