Are they machined or chrome? Also, since I'm new at this, why the 25mm offset when the factory rims are 19mm? I'm interested if they are not chrome. Thanks.

 

They're machined and clear-coated and there are no curb-rash, dings or scratches compromising the clear-coat.
Regarding the offset, it was the closest they had to factory for this style at time of purchase. There are no fitment (bore or clearance) issues whatsoever.
Note that you will need a set of aftermarket lugnuts (not included).

 

Factory rims are 20x9 with 19mm offset. Those rims are 18x8.5 with a 25mm offset. The 6mm (~1/4") offset difference and the 1/2" width difference keeps the backspacing about the same.

 

I dropped the price to $500 (updated in the original post as well).
They're in great shape and it's a great deal.
