Default Replacment radio not powering down

I replaced the factory radio on my 2003 dakota with a Blaupunkt. The radio will not shut off when the key is turned off. I checked the wires and the red switched power lead only drops to 4 volts from 12 when the key is turned off. I checked the power outlet ( thinking I could tap into this as it turns off with the key..or so i thought) and this drops the same way too. Is there a problem with the wiring or a relay that I am missing? The sirius radio that is plugged into the power outlet turns off when the key is off even with the 4 volts still remaining. Is the Blaupunkt so sensitive to this small power remaing that it will not turn off and if so any suggestions as to what to do short of leaving the fuse out and remembering to turn off the radio manualy everytime I park?

Something is not wired correctly. It may be with the harness. I never like using harnesses personally. When I did mine I tapped only power and ground from my harness and ran all new wire for the speakers.

But in your case, I would take it a part and test/check the wires.
