ballast and coil

I have a pretty bad idle, it sounds like a missfire, fouled plugs.. I replaced the wires and the plugs and cap and rotor..
this is what I checked with the car off..

the batt 12.1
coil 3.5
red wires on ballast 11.1
other side ballast green wire 11.1 pink wire 5.3

with the car running

the batt 14.2
coil 3.5
red wire on ballast 13.8
other side green wire 13.9 pink 8.0

should these numbers be higher?

I would check and or change fuel filter, clean and adjust carb. jets. If u need any other help, I would like to help. Your numbers that u checked running and not seem to be fine. R.V.

Changing the fuel filter is a cheap and easy thing to do that never hurts. You might want to try a bottle of dry gas, eliminate the simple easy stuff first.

it has brand new gas tank, sender unit new carbs and new filter...
