I HEARD THAT THE '08 CHARGERS HAVE AN HID LIGHTING OPTION? WONDERING IF THEY COULD BE ORDERED AS A PACKAGE FROM MOPAR PARTS,AND FIT ON THE '06 OR '07 CHARGERS?

Those are just halo rings, not HIDs. You can buy those halo thingies on ebay for about 1/4 that price I think.
