Because they only got the floor pan & structure federally crash tested with a manual (and auto) for the Challenger. The LX platform had already been out for 3 going on 4 years by the time the LC came out and it had only been tested with the automatic; it had long been decided by that point they weren't going to pony up to certify a stick shift for the 4 door platform.
I think Dodge has realized that if they don't diversify the options between the Challenger and the Charger, they will slowly affect each other's market. I would love a manual Hellcat, but unfortunately Dodge has to cut costs somewhere. Just like the Viper...
