I use (Bar Keepers Friend) to clean up my chrome exhaust tips, you can get it at any grocery store.

Bar's Keeper is an abrassive I personally wouldn't recomend it. Turtle wax has a good chrom polish. I polsh my 18" Polo Sport rims with it. When it's got a lot of build up, I actually use cocacola and aluminum foil to clean it then go over them again with the polish to seal it. I get it a lot shinier. The carbonation and sugars help take a lot of the dirt off when it is washed off. The aluminum helps polish it.
