Default 2008 dodge caliber help!

Hi everyone, my wife has a 2008 dodge caliber that will not turn over. About a week ago it started but would not go over 30 and all the instrument lights were on, the speedometer did not work and the tac would not work, now we have nothing doesn't even try to turn over. I replaced the tipm with no success i am not sure what else to try. any help would be greatly appreciated

If it won't even turn over its the battery or the starter.

Its a new battery, i didn't think the starter just because all the weird things it did prior to not starting anymore.

This happened to me. I finally got it started and took it in. They told me to unhook the battery, let it sit for about 5 minutes, hook it back up and it should start.
