I would bet those are just inserts of some sort to plug the holes in the facia. If that's the case, shouldn't be to hard I would think.

It can be done. Its why they put those black inserts there....or if you have the little slots...they cut them out and install the factory fogs. It's not very hard to do....and can be done in a very short time. As far as cost, I cant say. That's on a dealer.....but I wouldnt expect it to be less then probably $150-200. You may be better served in finding an aftermarket fog light kit you like and have them installed.

Yeah it is possible, Chrysler's accessory company, Mopar, has an accessory fog light kit that has everything you need. Only problem is, Mopar hasn't released the fog light kit part number yet, so you can't order it, dealer may have better updated info on that, or you might try to contact Mopar. Once a part number is released you can find the kit cheaper on the net or maybe if you have really good connections at the dealer, get a good price and get it installed cheap too. Price for kit should be between $100 and $150 probably, installation at dealer varies a lot, but could be about the cost of the kit, just depends. One last thing, from what I have seen of the kit from Chrysler, got one for a Dodge Ram, it comes with instructions for do it yourself.

Other than that, any fog light kit would probably work, but you would have to install it or get some accessory store to do it.
