Default StarScan Tool

I just purchase the new mopar fog light kit for the Caliber. At the end of the instructions it states that I have to use a StarScan Tool to have the computer recognize the fog lights. So in other words I have to take it to the dealer. The tool cost around 3k so buying it is out of the question. Does anyone know what other tool I can use without taking it to the dealer or if the dealer would charge me for the service. Anyways the instructions shows like 6 steps and looks like it should take like 3 mins to do.

Just run them off of a hot somewhere (fuse box pref) and hook them to a switch.

If you take the car back to where you got it the dealer should do it for nothing if they are a good dealer, tkaes 5 minutes if that. All you have to do is change the foglight setting to yes with the StarScan. There is no other way to do it other than adding a tacky switch on the dash and hard wiring the foglights.
