Can anyone tell me what the component described following is and where it should be mounted?

I bought a used 97 Caravan 3.3 L. Someone repaced an electrical component by splicing it into the existing wiring. The component was hanging down near the driver's side front wheel.

The component is about 1 1/4 x 1 1/4 inches square, 3/8 inches thick. It is made of black plastic with an aluninum back. The back is about 1/8 thick and looks like it could be a heat sink surface. Projections on each side of the component have holes for mounting.

There are four wires coming from the component. As best as I can see the wire colors are black, green with white tracer, green with (?) orange dot, and white.

Could it be the radiator fan relay? Per a Haynes manual, the relay wire colors are black, dark green, light green/dark blue, and gray.

Does the component have to be mounted so that the aluninum back can act as a heat sink?
