Default 97 Caravan Rad Cooling Fans Do Not Work When A/C is on

I have a 97 Caravan, 3.0L engine.

My A/C is working GREAT using a product called Duracool.

However, it works only when the vehicle is moving.

When stopped at a light or in traffic, I noticed the A/C isn't working properly.

Further investigation found that the cooling fans at the rad do not come on when the A/C is switched on, even though the A/C clutch is engaged.

When the engine temp gets high enough, the fans kick in and the A/C cooling returns.

Once the engine has cooled, the fans stop, and the A/C goes warm again when I reach the next stoplight.

The pressures are good. I do clearly remember that the fans used to always kick in when the A/C was switched on. Not anymore.

Any ideas?

I'm stumped.
