I am having a difficult time installing the power steering belt on my Dodge Caravan 2.4L I cant seem to release the tension to get it installed. I had to cut it off when I removed it. I loosened the pivot bolts and the bolt underneath the adjusting bolt. (I think that is the adjusting bolt)What am I missing? The manaul say to loosen the locking nuts on top of the pump and the pivot bolt underneath the pump.

Please help.
