Default No high beams

Hi. I recently got a '99 Grand Voyager, and one of the first things i noticed is when i pull the lever for the high beam headlights, the both headlights completly turn off. The low beams work fine though.

The previous owner installed a new headlight bulb so i assumed the bulbs were ok.
So, I checked the relays, they are all good. I checked the fuses for the high beams and noticed there isn't power getting to the two fuses for the high beams, even when the lever (headlight switch) is in the high beam position. So I thought that it must be a problem with the lever on the steering colum (headlight switch), so i took that apart and cleaned all the contacts (which looked to be in excellent shape and clean already) and put it back together and the problem is still here.

Does anyone have any ideas what the problem could be? Could it be a ground issue? Because the low beam fuses are getting power but the high beam fuses aren't. I have also read that a vehicle control module can cause this problem, but i'm not familiar with those. Any suggestions would help. Thanks to anyone who responds.

if you have a haynes manual or chiltons it will tell how to test the multifuction switch(the high beam lever) and what ohms should be reading out of it. and if that checks out there is a module that could be the problem, it calle the fcm which on the 01 model is on the front of the fuse box ( not sure about the 99 model but all you have to do is take it off and bend (very little) the pins down and add little bit of dielectric grease and put spacers on the bottom two screws as to tilt the fcm to ad in the contact. but check you lever first and I'll bet you'll find that is you problem

Thanks for the advice. It turns out that it was a defective headlight switch ( the lever of the steering column).
