Did you check the electrical connector to the fuel pump. I believe ther is a connector under the van on the left side attached to the body. Has 4 wires. Disconnect it and check for power with a test light. Since you van is a 97, it may not have this.
You replaced the fuel pump relay? Did you check for power (both switched and constant). You may also has a blown fusible link.
Is there ANYTHING else that's not working?

Have you determined that it is a fuel problem or a spark problem. An easy way is to spray a little starting fluid in the airbox while someone cranks the engine. The engine should fire (if only momentarily) if spark is good and problem is no fuel. Otherwise.... troubleshooting goes down a completely different path. Good luck!
i checked the fuel its getting to the fuel rail i know, but after that not sure i sprayed starting fluid in the air box and did start for a second and dies could it be injectors it sat up 3 years someone gave me the van not running
