Hello,

I have a 1999 Grand Caravan and it has a power outlet in the cargo area.

Currently it only supplies power when the ignition is on but I want it to be there no matter what.

The manual states that it can be set this way my feeling is that its probably just a fuse that you need to set or something...

There is an earlier posting in this forum and it states that you need to move the fuse to a different socket but mine are all used. Mind you this was for a 2001 model.

Does anybody know how I would get the power outlet in the back to be "always on"?

You can buy this "special" relay from Dodge and replace the one in the under hood fuse box.
Basically the special relay is a gutted relay that just permanently jumps the contacts to the power is always on.

 

So in essence then, you could just break open teh relay, make the modification and glue it back together
