96 3.0 AC belt missing, runs fine, next step?

96 3.0 AC belt missing, runs fine, next step?
Hi,
I just bought this van today as a secondary car just for hi-way trips.
The AC wasn't working, upon inspection, the belt for the ac comp. and whatever the other component being driven is (??), is missing. Th evan has 192k miles, seems to run fine, power steering is fine, just no AC.
Questions:
What is the other component?
Can this cause error code P0420 (emissions deficiency, or something)
Might the other component be siezed? Smog pump or something?

Disregard all of that, the 3rd component is the engine drive pulley, I let the Autozone guy put me on the wrong track. Probably just a bad compressor.
