Update,
code ended up being for the EGR solenoid/transducer. Changed this and now no more check engine light. Motor is still hesitating and getting too much gas, but doesn't seem as bad. One thing to note that may be the key to diagnosis. When I drove the other day on the highway, I would get up to speed limit and turn the key off, coasted in neutral. When I started back up, van ran normal for about 10-15 seconds, then the hesitation and too much fuel thing would start up again (Tried this in town too and same results). Did this like clockwork every time I did it. Whatever the problem is, it isn't kicking in immediately, but after a delay. I know some of the sensors adjust fuel usage based on engine performance. Which one's could cause this?

I had autozone hook up the scanner and got a code p0403 only. Changed the egr solenoid/transducer and check engine light now off. Still running bad. I would guess no other codes would come up. You aren't talking about a different type of scanner, are you? I'm ready to lose my mind on this one!

if you connect a real scanner and look at the data the computer is seeing it will make problem solving this issue much easier.
i think you need to understand the difference between a code reader and a real scanner.
code reader (autozone et al) = toy
scanner (repair shop et al) = professional tool
