oh it's definitely rust locking the lug nuts. you MUST get some leverage.
don't you have any friends the could loan you a breaker bar and socket? or a friend with a little torch after all they are only like $20-30 from the hardware store.
oh and you could use a whole bottle of gas on the lug nuts and NEVER affect the tire what so ever.
if you manage to get off the wheel, the rubber mallet idea won't work. you need a BFH!!!

depends on your level of competence. I do it all the time but I don't use a blow torch, that would be a bit extreme.
Since you want to work on stuff, INVEST IN TOOLS. you stated neighbors, have you no friends? don't you know anyone outside of the neighbors? Tools will make you money!!! don't think you'll only ever use them just once unless you become incapacitated.

get a big breaker bar, can get one one for 20$ or so from harbor freight, it's amazing how much easier some things are to get off, got one when I changed rotors on my jeep, couldn't budge the caliper bridge bolt with my 1/2 ratchet, put the breaker bar off, off it came no problem
off course then hopefully the wheel studs don't break off, haven't changed any on the van, changed 1 on my rear drums of my jeep, it wasn't hard

if you find the breaker bar isnt enough add a lenght of pipe to it.

dont worry bout the flame on WD-40 stuff doesnt burn worth a poop. and with in an instant of the torch being introduced will burn right off. Since a propane torch wont have the heat required to turn the nuts cherry red, there will never be enough heat to pop ur tire. (just focus on the nuts anyways).
I agree with Saporro there isnt enough gas in those little bottles for you to do any harm.
If you could shear them clean off youd be quite ok its easy to press in some new ones.
If you do buy a breaker bar try to find the longest you can afford, Consider one of the 3/4 drive ones or dare i say 1"Drive, christ my kid could shear those M12 studs off with a 1"drive bar

albeit, the van was given to me with some rust holes in the body and a muffler which needs replacing and a thirst for oil. A week later it drops to limp mode and the tranny technician says i need a new solanoid pack $300. that fixed it for 10 days then it starts switching to limp mode one day.. then back to normal the next day.. tranny technician said he doesnt know fuses&relays are good i might need a new TCM $375+tax+install=$600.. So i bought a multimeter + leads = $50 to see if i could find a bad wire or tcm connection.. tried taking apart as much as i could but i had the van sitting for too long and battery voltage dropped so the van wouldnt start. so i bought a $35 charger and charged the battery so now it starts but it wont move cause the brakes are rusted. luckily the van came with its own jack but try to take the wheel off and the nuts are rusted/tight. used wd40 but that didnt work bought some "penetrating oil" but that didnt work and no one on my street knows anything more then how to use a tire iron. found a shop selling a sleek 1/2 inch breaker bar for $30 but you have to buy the sockets extra.. lol.. and that wont fix the underlying problem of tcm.. so i put the van in gear and just tried driving but the wheel wouldnt turn so it left a nice dark skid on my driveway. i think ill just give the van away.

my cousin stood on the crossbar and that unscrewed the nuts.. didnt even need oil.. the brake drum wouldnt turn and it wouldnt come off, so i hit the lip of the drum from behind with a hammer and smashed the front of the drum with a 4x4... i was able to spin it and remove it.. so i put it back along with the tire and the car was able to drive.
