failed smog check
Hi, guys,
My 1995 Dodge Caravan failed smog check last week only because the smog guy couldn't find timing scale to check the timing. He wrote on my smog report that it's functional test fail because of missing timing scale. All emission numbers passed, were below average, and that timing scale is the only reason my van failed. I have this car for 12 years, and it never failed a smog check, nobody ever complained about missing timing scale. I asked my coworker who is very good with fixing cars to check if that scale is there, and he couldn't find anything either, he said there is no room to even mount that scale to the engine. And my van has a label under it's hood that says "Ignition timing is 12 degrees, preset at the factory. No adjustment needed." Does it mean that my timing is not adjustable? If so, they don't need to check timing during smog test. I went to another place few days later, and my van passed smog check with flying colors. They put N/A for ignition timing check. Now I am wondering was that first guy right to fail my van because of that piece of plastic? So, please, help to resolve this problem. Any ideas and suggestions are welcome. Thanks!

they have a timing mark on the crank pulley and the metal timing degree scale is on the engine. it's a PITA to see but it's right on top @ 12:00 on the engine mount plate. there's a probe hole attached to the degree plate
