Yes. You can replace it. I believe it's held on to the IPM with 4 bolts. Disconnect the negative battery cable then undo the bolts and gently pull it off. Install a new one, reconnect the battery and you're done.

VICTORY IS MINE!!!!

I picked up the new (used) instrument cluster from the wreckers and plugged it in and now it works.

To anyone else with the same issue please dont take it to a dealer whos going to charge you $150 just to diagnose and then tell you its the BCM or that you need a new cluster. The dealer quoted me just under $600 CDN for the instrument cluster and a BCM is just as expensive not to mention the labour and re-programming charge.

All it took was a little online research, a screwdriver and 75 bucks. The wrecker even let me test the new unit out in the parking lot before i paid for it. $75 compared to (likely) $800 is definitely worth the minimal effort.

Here are the steps I took to diagnose and repair the problem:

1. Check all fuses with a voltmeter (sometimes its not apparent the fuse is blown by visual inspection)
2. Disconnect the battery for 30 minutes to see if that reset the unit.
3. With the van off i pressed and held the trip reset button until Sof Ver8.2 displayed and the unit went through its self test. It will tell you any error codes it detects as you see at the beginning of this thread. If the unit is working correctly the needles should move to various calibration points through the test. In my case they did not move but the rest of the unit went through its tests.
4. Log into my local library and accessed the Chiltons manual for free which is where i got the error code descriptions from as well as a troubleshooting guide which indicated the symptom of needles not moving as a cluster failure and to replace the unit.
5. called the dealer to see how much they would rip me off for a new one.
6. called the wreckers and found out it would be $75 for one.
7. put the new one in and watch the magic.

Steps to remove the cluster:
1. Pop up the short panel behind the steering column to access the lower screws for the other panel piece;
2. unscrew the two screws on the bottom and two on the top of the plastic cover;
3. remove the piece;
4. remove the 4 screws that secure the instrument cluster unit to the dashboard;
5. remove the unit and on the back unplug the unit from the car. (there is a little red slider that slides up and then press just above that to release the plug;
6. Plug the new one in and secure the plug latch;
7. installations is the reverse of removal;

if that doesnt do it then move to the next step which i think would be test the FCM and BCM for faults.

Hope this helps someone. Thanks everyone for your help with the diagnosis i really appreciate it.

IT'S PEANUTBUTTER JELLY TIME!!!!

By "library...Chiltons manual" do you mean the EBSCO/ARRC site? Great info there.
