The Launch scanner have the ability to get this done, I've done it few time with it.
He's doing it wrong because he is scanner the ABS module for code. Ask him to scan the Cluster (EVIC) for trouble code.
from what I remember, the 2006 ABS module should be plug and play. Tho u might have to program the cluster.

Is you need it programmed and look at, I am in south side Chicago if ur mechanic can't do it. I have the Factory DRB III and Wi-tech.
If reprogramming is all u need, I can do it for a "decent" 6pack beer. no miller light or bud light!

Also, did u replaced the ABS module and Master cylinder because the pedal goes to the floor? just wondering.

Thank you, I will check with my mechanic tomorrow and we will try " your way."

Exactly as you said, the pedal was going all the way. Even before that, when my brake functioned nicely, the abs and brake light were on. So, I fix pedal issue with the master cylinder, and abs light with the module. Btw, my old module looks like that is coming from World Word 2.. It was broken into a pieces because someone tried to get it in some " Solomon" way.

thank you for offering help, since you know all of this, please tell me step by step how to do it. where should we connect Launch x431 Diagun ? directly to abs or on its standard way? Ps. I am not into this, so please do not laugh!

If still this problem persists, you can give me the address and I will come with the 12 pack of the best I can get.

One more thing, I just came from Indiana, and loaded full tank there ( it is much much cheaper) reset my mpg and other meters. I was surprised that after I changed ABS and this break system, I went from 21 to 26 mpg.. I can believe.. Is this possible? Or maybe this reading is wrong since the tire rotation is not configured...still, it is amazing.

The Pedal sink to the floor is because the ABS module goes rogue, and creating air pocket in the Brake system, seen that a few times on ur model grand caravan. One time another shop put like 2 master cylinder in and problem still exist until the customer came to us.

The master cylinder is probably OK "IF brake feel normal once we bleeded the system". But, for safety issue, replacing the Master Cyln is a good idea, we do not want to take any chance on brake system repair. there is a possibility of failed master cylinder.

The Launch x431 should connect to the EVIC, ABS module, etc thru standard OBD2 port with the right cable. You just connect the scanner, choose make and model, and choose EVIC (instrument cluster, or what ever it is called, it shows up as different name in different book.) on the "module selection" screen.

the launch is a decent aftermarket scanner for it's price. It helped my quite a few times. (I dont own one, I borrowed from a friend few times)

The gas mileage thing, maybe Indiana has better gasoline with less Alcohol in it, or you just happened to got lucky that fill up. I doubt it has anything to do with the brake.

you have a whole different issue there. the p0700 code is a transmission code. you will need to find someone with more advance diagnostic equipment to find out what is up with the trans b4 you try anything else. transmission malfunction can disable ABS operation.
It doesn't mean u need a transmission, it is very possible a sensor or solenoid is glitching out.

Fixed, Just need to Reset the Cluster (MIC), even if there is no code in it, either select Reset ECU or Clear code.
This Van, no need to program tire size, the older one does.

Got 12 pack of beer! thx

there are codes stored in the Cluster (EVIC) when you replace the Cluster for "lost comm with ABS module". You need a scanner to erase it.
or try disconnecting the battery and touch the + and - lead together for few minute, see if it clears it.
03 D chicago abs blink
Steak59...are you still in Chicago for scan help?
