If not, what would be some good bulbs to upgrade to?

I can't imagine it making any difference (safe verses not safe). Take a look at HID BULBS vs HALOGEN BULBS. I know one thing - they sure sell them puppies!

Those HID kits are for low beam. What about the high beam?
