Does you car have traction control and stuff?
I am not sure if That year Caravan has Downhill assist feature, it applies engine brake automatically when going down hill.

Need more info.

If she has the cruise control on it will downshift as the speed increases as it goes down hill, then shift backup as the speed decreases.

Did you test drove the car and duplicate the problem? It is hard to diagnose anything by "what my mom felt".
when this is happening, pay attention to the RPM gauge, try to feel if it is Engine braking or the base brake is dragging.
If you can't tell, Pop it in neutral, don't press brake pedal, and see if it frees you from "braking drag". I wouldn't recommend this test to mom while driving.
if it is engine braking while going downhill, it is possible a down hill assist feature.
Just becareful not to hit anything while you are doing this.
