Default 1996 Caravan gauges don't work / needles vibrate

Recently since the weather is getting colder our 1996 caravan's gauges aren't working all the time.
The top bar with the signal lights, etc still work.

It's only in the morning, but here in the south it is like 40s-50s F.

I put the key in and on the ignition I can see the mileage sometimes and start the van and the gauges don't do anything.

As im driving (residential street) the seat belt light flashes dimly, the temp gauge needle moves fast up and down, speedometer moves back and forth from 0-5 MPH, and fuel gauge doesn't move as far as I remember.

Sometimes it comes on after some minutes and works fine after going to the store.
If the gauges don't work when I turn off the van, the gauges still wiggle after the ignition is off.

I suspect cold solder as it is a common problem with caravans as I heard.

Is it cold solder or something else? Banging on the dashboard doesn't help.

I got to get the van inspected Jan or February
