Default Odd sound from under the hood, 96 Dodge Caravan

My 96 Dodge Caravan started making a weird sound recently, I took a video of it on my cell phone, but as you can see, not the best quality. Not sure where to upload the actual video, but it's here for now:

File format 3gpp2 (some verizon format?) but plays in realplayer for sure.

Any suggestions re: the sound though? Or if there's another site where I can upload the video so it's easily played?

You're gonna have to do a lot better than that video in order for someone to try to help... try writing out what is going on.

There's really nothing else going on, except that sound. It didn't sound normal to me so I figured maybe something was going out and we'd needed to fix it, rather than getting stuck somewhere or having an engine blow or something.

It's like a high pitched whine basically.

edit: Alittle google shows there's alot of things the sound can be, though maybe a serpentine belt or something? Someone said theirs was that problem, but was worse during colder weather, which was how it was yesterday when it was noticeable (and moist out). Not much we can do outside of running it until the "problem" rises or the belt goes bad, I'm assuming? Seems most of these whine sounds are belts or pulleys.

More likely the take up pulley than the belt.

Nothing much that can be done though right rather than "waiting it out"? Last time we took it in for a sound under the hood, the mechanic basically told us to keep driving it until the belt broke.

I don't like taking it in unless needed since it seems to always be over $300.
