Default 98 wont start

Got a 98 sport that I'm helping a friend with that will not start. He just replaced the starter and still no start. Just hear some clicking from some of the relays but nothing from the starter. I checked and it has spark, fuel pressure at the rail. I got out the ddm and found there is no signal telling the starter to even start. I jump the starter with the key on and it still dose not start so something els is wrong. I'm thinking the ignition switch but I don't know these vans at all.

If you can confirm the starter relay is clicking that will prove the ignition switch is sending voltage to the relay. It will also prove the PCM is supplying the ground to the relay coil. Bypass the relay by removing it then jumper contacts 30 and 87. The starter should rotate immediately. If it doesn't you may have a blown 40 amp starter fuse, weak battery, corroded/loose connections or a broken wire. If it does rotate you may have a bad relay. Swap it with an identical relay on the panel. Want a wiring diagram? Send me a PM with an email address.

did the 30 and 87 jump and the starter did go. I also swaped for one of the other relays that had the same part number on it and still had the same issue, I can hear and feel the relay kicking but nothing going to the starter unless I do it myself with a jumper.

I also got more info from the owner that this issue has come up before but they just keep trying and it would start.
