There is probably a ridge worn in the drum. You will have to remove the adjuster plug and loosen the shoes to get the drum off.

Is the drum loose? If so as stated loosen the shoes. Pull the plug and with two screw drivers hold the lock lever away from the star wheel then rotate the wheel.

Drum rusted to the hub and stuck? If you have small threaded holes on the drum, install removal bolts and slowly screw them in until the drum pops loose. No holes? Wack it with a good sized hammer many many times. PB Blaster penetrate can help.

Lots of videos on the subject at YouTube.

I was recently taking the drums off my '96 T&C an found that they were tight around the hub center. Took some tapping with a hammer on the backside to nudge them past the tight hub. I put a little rust blaster on to help.

Of course you could also need to turn the star wheel if you have a drum with a ridge.

Might want to get it turned smooth before reassembling...
