Yes if you have a 3rd generation 1996 - 2000 van. Good chance it's related to a data bus failure. Disconnecting the battery resets it. The cluster is a major player on the data bus. The passenger door window and locks are likely unrelated and as you say you probably have broken wires at the door.

 

I am having the same problem on a 3rd generation caravan 2003. My instrument panel will go out putting on all lights ( gas, Brakes, abs, ect...) and all 4 gauges show zero. It does this both during driving and while parked. It usually resets it self. I got the repair manual but nothing about trouble shooting this. Please help.
