Default 1995 Dodge Grand Caravan Wheel Oscillation & Vibration

I experience a wheel oscillation/vibration on my 1995 Grand Caravan at 35-40 mph. You can feel it in the steering wheel and in the seat, kind of like a wheel out of balance (but it is not). In trying to test the front suspension, if I push down on the front end, the right side goes down > up > and slight down & settles. The left side goes down > up > a little more down than the right (noticeable) & settles.

Would this be worn struts? This vehicle since new has always had a slight vibration in this area; however, this is a worse vibration/oscillation.

Your help & comments are appreciated. If it is the struts, what is a recommended replacement (entire unit or just cartridge, can a DIYer change a cartridge (have done a a Honda)?)?Any other parts that should be replaced at the same time? I know the struts have been replaced before, and I do not know what the OEM was replaced with. Thanks.

Personally, I would only use a quick strut for this. A quick strut is a complete assembly with a new spring and strut mount as well as a new strut. All those parts are very worn out on a 1995 van.

I doubt this will fix a wheel vibration/oscillation though. My van also does this and I believe I have a bad tire/wheel. Vibrations at speed are almost always rotational and almost never a worn suspension part.
