Fog lights
I bought some fog lights for my 97 caravan . They have halogen 55 watt bulbs. . The housing of the fog lights have a hole in the bottom of them . almost like a breather hole of place for water to drain out. i thought halogen lights blow if the bulb gets wet ( they say not to touch them with your fingers when replacing the bulbs)
Question i have is should i silicone closed the drain opening or is it a myth that the bulbs themselves can't get wet?

The hole is for moisture to get out of the fixture.
The bulb can get wet no problem your are not to touch the glass/ceramic of the bulb with your fingers because the oil from your skin will damage the bulb and shorten it's life.
