I am looking to buy a new one, or slightly used one. What kind of pricing should I get on a new 20313 SE Value model?

Get a 2013 new one. Because the major concern on Caravan is brake. But Chrysler finally fix it at 2013 with Larger brake.
Regarding extended warranty, I don't think you should get it, because a SE value model really has nothing much to break. But when you buy one with every bells and whistles, that's a different story.
Factory warranty on engine and trans is 5 yrs 100k, it should be good enough. As long as you do your oil change and trans service regularly, you should be ok even in the long run.

I have no idea, because that depends on the location you live. Generally, if you can get a car "out of the door" below the MSRP sticker price,(does NOT include rebate) you are doing ok. Especially we you are getting a bare bone base model, there aren't much room for price negotiation.
If you have geico insurance they have a sort of extended warranty you can get through them on a brand new vehicle. I pay $60/year and for the first 100,000 miles I get coverage for all repairs (not wear items of course) with a $250 deductible. Nice peace of mind against major problems after the factory bumper to bumper, while not spending as much as a full on warranty.
