MIL is on and LOUD BEEP/BUZZ
My 2009 Dodge Caravan will not start. The key turns to the ON position and the MIL light stays on. The car will not start or even turn over.
Have no idea what it might be!

Jump start the van. Connect the jumper cables and let the doner vehicle run at least 5 minutes then try to start. If it starts you proved the battery is weak and needs to be charged on a battery charger.
Battery is good? Do you her a click when you urn the key. Tap on the starter as someone turns the key. If it starts, you have worn solenoid contacts in the starter. Change the starter or just the contacts for half the cost.
Starter good? Disconnect the negative battery cable for 2-3 minutes to reset the data bus.
