If the clutch engages when you bypass the switching system completely and feed 12V directly to the clutch, I'm going to guess that either you have a bad switch or bad/shorted switch wiring. Try unplugging the harness from the compressor/clutch and checking for voltage in the wire when you have the switch on.
There is a low pressure switch back by the expansion valve that won't allow compressor if the pressure is too low. There is a combo valve switch on the expansion valve used for clutch cycling and there is a high pressure switch on the compressor. When you press the a/c button on the control panel, the signal goes through all 3 switches and to the PCM. Most likely one of these switches is causing your issue. The low pressure switch is 2 wire, just unplug it and jump it. If you get compressor, either bad switch or the pressure is too low. The high pressure is also 2 wire and can be jumped. The combo is a 3 wire, jump brown wire to the brown wire with white tracer. See if you have any luck.
