P2302 Code and surge at 3000 RPM

I had a P 2308, P300 and P406 codes I have replaced the Plugs, Wires Coil (was Cracked) EGR valve and The PCM. now I have a P2302 code I have looked for any broken wires Trace the wire back to the PCM all looks good. Any suggestions I am at my wits end. :(

one other thing the engine runs rough and surges at 3000 RPM some one please help.

First suggestion is please tell us the model year. Have you checked the wires for continuity using a meter? You could also check the driver pulse out of the PCM using a test light, new PCM or not.
