Default 2001 GC 3.3L need info on front engine/transmission Chassis mount

Not sure how to tighten up the front engine/trany chassis mount, the one with the big round rubber in middle of the engine compartment, right behind the radiator, attached to the cross member, it's an aluminum housing with a big round rubber insert, with a large bolt / nut going through it.

I took it apart because I saw a little tearing away on the rubber to the housing. The end of the threads were messed up on the end of the long bolt so I cut them off and cleaned it up for now.

Finally my question, sorry for the long description. I'm not quite sure on how to reattach the bolt?

Does the chassis have to be loaded, after installing bolt/nut?

Should the long bolt/nut be tightened all the way that goes through the center of the round rubber mount?

Is there torque spec?

bolts from mount to lower radiator cross member = 40 ft lbs
bolts on the engine side, large bolt into belt housing = 70 ft lbs and smaller ones = 50 ft lbs

through bolt and nut = 50 ft lbs. Just slide it through and torque it.
